English Local Authorities Plan to Sell Off Community Hubs and Leisure Facilities to Manage Finances

According to a latest survey of local authorities, English councils are preparing to offload community centers, athletic facilities, and shopping arcades as they bet on a rapid disposal of assets to stabilize finances.

Growing Fiscal Pressures Prompt Asset Sales

The Key Cities Group for major urban areas in the UK stated that 60% of local authorities are intending to sell assets to cover the escalating costs of social services for vulnerable individuals.

Councils have previously come under fire for disposing of playing fields and land to shore up their finances, but they contend they must proceed to generate essential revenue from asset sales or declare themselves bankrupt.

This coalition said that a significant number of authorities seeking to raise money from a fire sale of assets represented “a clear change from 2024, when the largest share (60%) of municipal officials stated they would focus on service redesigns and utilising savings to weather increasing financial challenges.”

Specific Cases of Planned Disposals

One local authority in southeast England announced its property management strategy included the disposal of a retail complex in Rainham and a social club in another town to generate 20 million pounds over five years.

  • Gillingham golf club and business parks owned in Worcestershire and Suffolk, which all generate rent for the authority, will additionally be sold under the plan.

Council Tax Rises and Broader Fiscal Strains

This research of councils in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of authorities will have to increase local levies next April to cover the rising cost of core provisions, increased rates of homelessness, and a longstanding accommodation deficit.

Medway council said it will proceed with asset sales after sharp increases in the cost of children services, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are taking innovative approaches but some of these require time to deliver both improved services and financial savings,” stated a council leader.

He added: “There are population challenges which will persist to increase the pressures we have. As a unitary authority, we had a drastic reduction in our revenue support grant from 2010-24, which is very challenging.”

National Patterns and Projections

Research of county councils recently further found local finances being stretched by the increasing figures of young people and older individuals requiring Send support.

A network of councils projected that local shortfalls will hit 4.4 billion pounds a year by 2029, as they grapple to manage rising needs.

Government officials have put off planned reforms to the Send system until the coming year after a white paper setting out those changes was recently delayed.

Disadvantage and Funding Shortfalls

Based on the latest deprivation measures (IMD) for UK local authorities, several participating urban areas were included in the most disadvantaged in the country.

  • “Member cities like several major towns place in the most deprived 30 across the country under the latest IMD measures,” noted the study.

“While only one key city is among the ten most deprived for disadvantaged communities countrywide, cities are far more likely to be in the most deprived fifth of the nation. The figures highlights the extent of difficulties facing local leaders across major urban centers in the coming year,” the report added.

“Local government leaders have been explicit about the necessity for a equitable and lasting financial structure that reflects and addresses the actual extent of deprivation and demand,” stated Michael Mordey.

“Lacking this, local authorities will continue to face impossible choices around which vital provisions to fund, and which to reduce, to the detriment of their residents.”

One in five of councils have reduced or weakened care services in the past 12 months, the study found.
